And if you choose to think that Gohan was Super Saiyan 1 in that movie, then Broly doesn't even leave the MSSJ dimension. The strongest characters in DBZ are SSJ Vegito and Ultimate Buu. As far as non-fused characters go, Ultimate Gohan and after that SS3 Goku. I still count the regular Super Buu as a fusion.
