Having to rely on power-ups kinda sucked for the saiyans, and A1SSJ was just a power-up for a power-up. 50x max is bad enough on ki without having to make themselves maintain anything over that. MSSJ is SSJ, so if MSSJ didn't exist, SSJ wouldn't either.

Even if the stamina drain is bad we know for a fact Vegeta kept it up for a few whole chapters, and Goku thought Cell was barley above him. So if Goku had turned ASSj he could have finished Cell off before the stamina drain took effect. This is of course from Goku's POV where he doesn't know Cell can power up further.
