Dr. Gero could've defeated Vegeta?

Dr. Gero and 19 found Yamcha when their detectors found his power level from a distance away. Later, after Vegeta destroyed 19 you know how he bluffed and fooled Dr. Gero. He was so confident that Gero took off running. Piccolo said Vegeta was weaker after fighting 19 and Gero could've actually defeated him. I'm just wondering if Gero could detect power before, then why didn't he see that Vegeta's power dropped much lower than his own at the time and he could've beat Vegeta instead of running away?

Dr Gero thought he was bluffing about not being strong enough and that if he tried to attack Vegeta would powerup. Vegeta even turns back into base and Gero still runs away.

He didn't want to take the risk. He was wrong about Vegeta's power before he sent 19 to fight him and so he thought he could be wrong again. Plus, even if he decided to fight Vegeta, Piccolo could've stepped in and beat him
We Super Saiyans are in a league of our own.

Dr. Gero's energy reading was correct. Piccolo reinforces it. It's just that Vegeta was bluffing and acted like he had more power than he actually did which is why Dr. Gero took the safe route.

For all Gero knew, Vegeta could have had another transformation. He couldn't take the risk. It was a much more logical choice to release the better cyborgs.

Simple answer - ANDROIDS couldn't sense power levels, the only one that could was 16, Their detectors were I am guessing only used to pick up stronger power levels than average entering the area but not specifying what the level was. Plus Piccolo had no idea how strong Gero was he could only make a well educated guess after he did state his was superior to the 19 model.

Dr. Gero was ultimately afraid of Vegeta because he turned Android 19 into scrap metal.

Gero would've beaten Vegeta though, due to the energy he had sucked out of him, and Piccolo even reflected upon it.
