Base Broly doesn't have to be stronger than Base Goku, but I personally don't see a reason of going through the trouble of having varying multipliers since that's never really implied in the manga/anime to be the case for anybody. Everybody gets the same multiplier for the same form IMO.

Broly still should be able to handle all of them and everything they can do IMO. He isn't blind in smoke like Freeza was.
