Most people put SA13 at Semi Perfect Cell's level.

If u have c17 at this level I'd assume you have android saga goku and vegeta around 250 mil? if so Super #13 would be no highter than 550 mil at the very most IMO, he never tanked a blast from goku, who is only a little stronger than his android saga self. he only tanked his punches. he is shown to be a lot stronger than #17 thought by easily deafeating piccolo who is kamiccolo in the movie(since piccolo is stronger than goku at the movie). Imperfect cell post should be x2-x3 as powerfull as #17(he tanked a light grende from piccolo who is = to #17), therfore he's in 650,000,000 - 975,000,000. Therfore semi perfect cell > imperfect cell post > super 13. Edited by Muhahahaha, Jan 6 2012, 04:10 PM.

Meanwhile, his strongest attack barely managed to scratch Imperfect Cell (post-humans). I'd say that speaks volumes here, and gives you your answer. If that's not enough, A16's Daizenshuu #7 bio states that he is the strongest android behind Cell, which would include S13 since he's in the same book.

I honestly want to understand the logic behind this assumption, because I don't see it at all. Is it just because Goku had to fuse with his Genki-Dama to beat the android?
