To make it fairer, let Piccolo fight with his weights and with suppressing his powers against Semi-Perfect Cell and it will be a close call, just like how Piccolo fought Imperfect Cell before he absorbed most of the Humans. My Power Levels : Piccolo (Cell Games): 13,000,000,000. Piccolo (With my restriction): 11,500,000,000. Insect Cell: 1,000,000,000+, Maybe around 3,500,000,000. Semi Perfect Cell: 12,000,000,000.

I think he improved enough to take on Imperfect Cell without much trouble, I'm pretty sure he knew how much power Imperfect Cell had as he sensed his fight with Vegeta, I do think he would've said something if even after the RoSaT he was still weaker than that. I see RoSaT as a massive boost to everyone.

Are ya reading to the topic's title or not?! Its Cell Games Piccolo Man... He could go toe-to-toe with atleast Semi Perfect Cell, given his power boost by Kami, which according to Namekian Legend, surpasses even the Super Saiyan, and I heard "somewhere" in the anime that "only a Super Saiyan stands a chance", but its either in Namek Saga or Frieza Saga told by Guru. Given that, which surpasses Vegeta's and Goku's Unmastered SSJ, further trainin in RoSaT, could definetly surpass Imperfect Cell, that Vegeta's ASSJ trashes Semi Perfect Cell, I think Piccolo could do that. Love Piccolo!

I don't think there's less than a 2.5x gap between Piccolo/C17 and A16/Cell, which fits the criteria of Piccolo increasing to an "entirely different level" IMO. He could probably be a bit stronger, maybe even a good amount stronger, but he's not reaching the beast that is 2nd Form Cell. I can't see it. Edited by Pyrus, Jan 6 2012, 08:54 PM.
