This^ I doubt King Vegeta would allow Nappa to look after Vegeta at a young age and for both to be somewhat of a team if King thought Nappa was of the same level as Paragus.

Vegeta just saying, "Get out of my sight!" and blasting him. That doesn't necessarily mean he put all his effort into it.
