Strength wise trunks already was ahead of vegeta. So by the buu saga i dont see vegetas ssj getting much stronger and goku left him in the dust. Beating an ssj2 trunks is impossible. By that time he was just barely an mssj, (if at all) and not much stronger than trunks in USSJ. ssj vegeta gets pwned hard...

It was stated that Vegeta could have used the form too,anybody could have even Cell,its just bumping up your muscles and trading your speed for some raw power,but fighters like Goku and Vegeta are too experienced and know that it would slow them down so they threw the form away In Cell saga Trunks and Vegeta were about equal
