Perfect Cell's full power was implied to be an absolutely massive power-up... I wouldn't put it at any less than 2x, maybe even 3x or 4x. That and since he was tooling Son before the power-up while holding back in terms of speed, he should win this one. Though if this is Boo arc Goku he one-shots him in just his base form IMO.

Then Goku would more than likely win. But if it is Cell arc goku FPSSJin then I'm going to have to say cell, even if he was using 50% he was still slightly ahead. But yea who is sun goku? Were is it stated that he wouldn't be? He had been training with pikkon and the grand Kai for 7 Years, Look what he was able to achieve in the time chamber in one year? times that by 7 and I'm guess that even if he doesn't improve at that same rate, he still improves greatly. Vegeta was also quite astonished by goku's power when goku was fighting Yakon. I stick with my view he is able to take cell on, not beat him though it would still be quite even. But if goku went MSSJin I could see goku owning even cell at 100% Goku probably needed to train quite a bit to obtain SSJin 2 Level so that would boost his MSSJin level up substantially. Just my thoughts ^ This is all Buu arc I'm talking about. Cell arc and goku is beat.
