Buu lost half of his power, so I would say Gotenks.

 Innocent Buu wins because Gotenks (base, pre rosat) wouldn't finish him off before the thirty minute time limit expires
We Super Saiyans are in a league of our own.

Good Buu is a very large margin stronger than Vegeta. And I think Base Gotenks is a large margin above Vegeta as well. Could be a good battle, and damn who fights for a half hour? That's plenty of time to fight if your going for the kill.

I don't see why a KHH wouldn't do the trick here...

 Well the way i see it is.

Majin Buu >>> SSJ2 Majin Vegeta

I view Gotenks as being higher than SSJ2 Goku and Vegeta but not hugely. Everyone seemed sure they had a 'chance' but piccolo still didn't believe it possible.

So
Majin Buu >>> Base Gotenks Pre Rosat > SSJ2 Goku = SSJ2 Vegeta

When Majin Buu split i take it that Good Buu only received around 1/3 of his original power.

So

Majin Buu >>> Good Buu >= Base Gotenks Pre Rosat > SSJ2 Goku = SSJ2 Vegeta

In conclusion i think its like you said KP, its the power of fusion against Buu's regen.
Could go either way i reckon

I believe that Fat Buu never shows full power. So Fat Buu is probably

 I believe Good Boo = Dai Kaioshin Boo so this would go the same as the canon fight IMO.

Gotenks would win. Both Piccolo and Gotenks were confident he'd beat Fat Buu he didn't. "Innocent Buu" is about half as strong so he'd lose to Gotenks.
