He isn't super weak like a lot of people say but Goten compliments Gohan after their first spar which would have been dumb if they were on the same level because why would a 7 year old compliment someone he looks up to if he was only as good as him? Plus Goten sweats more than Gohan so he is obviously putting more effort in. I think that Goten being strong enough for Gohan to sweat, but weak enough for Gohan to be able to block his attacks while smiling (Not counting "lucky" shots like Trunks got on Vegeta) he could be about 25% of Gohan's power.
