at his fight with 16, he was equaland then he regenrated his tail. it was stated in the frieza saga and the cell games that regenration takes a lot of chi and so makes the user a lot weaker, but even after that, cell still had a slight edge. HOW IS THAT EVEN POSSIBLE?

it takes a lot of ki when your pl is 42,000 (nail's pl against frieza). but when your pl is in the billions, a few thousand is nothing. getting more powerful wouldn't make the regeneration any harder. |

But wasn't Cell stated to have lost energy when he did it in the Cell games? |

cell was also badly damaged by the kamehameha itself. I don't think we can really dig through it and say "he lost x amount of ki from the impact, y amount from the loss of his upper body, and z from regenerating". but it seems to me that something like an arm would take the same amount of energy to form no matter how powerful you are, because the arm has the same mass. you might lose more ki from losing the arm (assuming ki is actually stored in the body), but it shouldn't cost any more to regrow the arm. |

I always believed that Cell isn't equal to #16 but little stronger in my opinion. He might have lost little amount of ki as result of regenerating his tail like divided by 1.2. |
