Why did Piccolo even go in RST, if he didn't think he'd be able to become even relatively strong (compared to everything he felt up to his RST)?

I could consider Piccolo and Vegeta have similar increases if Piccolo hadn't reunited with Kami, but considering his jump in power when training for the androids, it's possible that he could have grower stronger faster. Couple that with the fact that it took a few months for Vegeta to ascend Super Saiyan.

I'm just a stickler for having Piccolo at least strong enough to actually matter come Cell Games; otherwise, he would have been kicked around and stomped on like Krillin, Yamcha, etc. by the Juniors.
Well, with my above numbers, Piccolo could have easily gained a x15 increase and there would be no problems. Even x20. If that seems like a more reasonable increase based on your valid take on the manga, I see no problem with it at all.

As for why he went in, why should Piccolo know how strong he can become? For all he knows, if 100 people his strength went in, 50% would come under 1,000, 25% under 1,500, 20% under 2,000, and the rest above that. In that case, he'd be hoping to be in the 10% above 2,000: maybe he'd reach 3,000 (well above where he thought Goku was, for sure).

The way I see it, Piccolo has a prayer of reaching Cell's level. He loves the earth: he fused with it's guardian of hundreds or thousands of years. If he thinks he could do anything for it, he would.

None of this changes his relationship with Kaioshin or Dabura. In my opinion, if Piccolo was 1/3 or less of Kaioshin, he'd feel like he doesn't even need to try and fight him: an ultimate charged blast would be worthless. So weather he's 10% of Kaioshin, or the full 33%, it won't change anything.

That's my take, at least.

EDIT: And I think if Piccolo went in a second time, he'd reach about 1,000-1,800 (from 600) based on my numbers. Which would still be well under 50% Goku, who Piccolo knew was under Cell. I figure he knew that he was reaching his current max, and that there really wasn't much else he could do.

Besides, Piccolo only used the RoSaT once. If he could've gotten more powerful, I think he would've used it again, therefore I think he hit some kind of wall. It could also be argued he didn't use the RoSaT again because he knew even if he did, it wouldn't matter, but that'd be a hard argument I suppose.
If Piccolo's target was twice of what Goku showed, it would not necessarily put him near Goku's 100% power. Have you ever tried incredibly hard at something and fall short? Like explained something to a Kid Buu fan. It's like that. He would put forth an effort, but in the end, he would not have gotten the result he wanted.

The wall explanation woyld reinforce as to why Piccolo would not have been near 100% Goku...

Ah, okay, so you're saying his target was twice Goku's power but he didn't necessarily reach it. I misunderstood that.
