Random Top 10, I definetely forgot to add a lot of characters, though Jason and Mortadelo are definetely by Top 2 favourites.
Doctor Doom is missing cause he's too awesome to be included in some loser's Top 10 list.

Alright-y here's my top nien in pretty much no real order. Because ten is a little too much for right now.

Cinder Fall from RWBY.
Also one of my favorite characters in general, and not one I thought I would like so much. She's admittedly ruthless and manipulative, she even has a streak of sadism to her. But her look and the way of which she goes about her goals. The fact that she pretty much succeed, her general personality and voice. I find myself loving so much about her, but what really intrigues me to her character was volume 3 Chapter 11 of RWBY. When she makes her way to Ozpin and confronts him, the way she talks to him is surprising. She doesn't sound like a villain about to win, or like she hates Ozpin for getting in her way. No, the way she talks to him, she's judging him as a person. And sounds disgusted by his behavior. It's something that surprised me, so I searched, and eventually I found something I found rather interesting. She thinks she's doing the right thing in the end. And worries about her failure and in this words "What if all the plans you made, were not worth the price they paid?" Them likely being those she steps on and over to get to her goals. She's definitely an enigma of a character and one I am very interested in seeing where she goes.

Akane Tsunemori from Psycho Pass.
Akane when she begins is while likable, fairly rote as a character. She's the rookie, the inexperienced idealistic beginner who's not really used to the streets. But as time goes on she proves herself to be capable, intelligent, steadfast in her morals. She is daring and truly cares for the enforcers in a time and place where so few do. As events pile on to break her more and more she refuses to break despite all of it. She abides by the law system despite all the things telling her not to do so and makes not just an argument for why she does it but helps to set down why she follows and enforces the law. Her determination, her will of steel, and her ability to maintain her idealism in the face of the horrible things she sees, and the terrible things done to her are the aspects of her that make her one of my favorite characters.

Saber from Fate Zero (she's originally from Fate Stay Night but I still haven't finished that).
Saber has an air to her, and air of knighthood and chivalry, an aura that makes you want to listen to what she has to say. She has a charisma about her and her morality tempers that into something great. I'm usually not one for the whole honor thing but when Saber walks onto screen she makes me believe in the knights and the legends surrounding them. She makes me believe in the chivalry, in the virtues of a knightly code. She is someone I would want to follow into battle, who I would want to elect as a great leader, but despite all of this she's very much human. She has made mistakes in the past that she regrets and seeks to correct them by preventing herself from ever having become king of Britain in the first place. She is who I think of when I think of a legendary hero.

Ruby Rose from RWBY.
What a surprise from someone who has eleventy billion RWBY sets right? :p But she's still on here for a real reason. She's an intensely likable character, her attitude is infectious to me, I can't help but smile when she gets excited and often find myself just experiencing similar emotions to her when she's on screen. She's fun and selfless and kind hearted. She's an adorable bowl of sugar. But that's not how she got onto this list. What really brought her here was volume 3. During that time... Bad things happen. Allot of terrible things happen, Ruby pretty much loses almost all her closest friends, some forever, but despite that she keeps on pushing, she keeps trying to do the right thing. Chapter 10: Battle of Beacon is where she went from a character I liked. To one of my favorite characters in general. She's clearly hurt by Penny's death, almost traumatized, staring down at the floor and being unable to move a muscle. Then a Nevermore finally crashes through the stadium's shield and is ready to kill Pyrrha, the one who in way, directly killed Penny. Ruby still managed to get up and fight back. "LEAVE HER ALONE!" One of the best moments of RWBY for me.

Nox from Wakfu
One if not the best villains ever in my honest opinion. His presence is frightening and menacing, there's an edge to his voice that's both mechanical and insane in his tone. He has time as a major theme and looks pretty darn awesome. But beneath all that is a deeply flawed man. A man who has lost his family to his obsession and only truly realized his crimes until it was too late and he died. I've always had a soft spot for those motivated by family. The idea of a father dying and being unable to see his kids one last time is always heartwrenching for me. Hell it's how LoGH got me to cry for Lapp the first time despite him in all honesty being an extremely minor character (in the anime OVAs anime anyways, in the film he gets his character greatly expanded). Now this character has suffered a tragedy even worse than that, a father outliving his entire family. So he works, and works, and works for 200 years to reverse time and undo his mistakes. Everything he does through out this series is ultimately motivated by his love for his children and wife, which makes his final moments all the more tragic.

Need I say more? Well I'm gonna say a little anyway. Superman is probably as much of a favorite as you can get with me. He pretty much represents the best in humanity for me, especially in All-Star Superman. He's a very fun character, he always does the right thing, he's plain fun to watch. In a way he also helped me out when I was in a dark place and gave me hope for humanity. Maybe I was a bit... Moody back then but all the same, Superman helped me out of that phase.

Okay, this is a special section. Everyone else I can more or less remain objective about, to a degree at least. These three I find it... significantly harder to objectively look at.

Nagisa Misume and Honoka Yukshiro from Futari Wa Pretty Cure. These girls were kind of my introduction to anime honestly. Futari Wa Pretty Cure was the first anime I've seen not counting Sailor Moon, which was fine but ultimately this is what got me into anime. And subs actually. Nagisa and Honoka are seeming opposites, Nagisa is the school athlete, Honoka is in charge of the science club, Nagisa often forgets to put on the right shoes and often gets words wrong and is overall laid back, Honoka is very proper, eloquent, Nagisa is a bit of an idiot Honoka is smart, Nagisa wants to be normal, Honoka actually likes the adventure. Nagisa has lots of friends and is generally well liked, Honoka is similar but finds it harder to hold onto friends with her attitude. But they still create and maintain a very strong friendship and bring out the best in each other. They still fight at times and disagree, but it ultimately helps to bring them closer than before. These girls were to a degree my role models as a kid. Their sense of justice, their camaraderie, their morals and dedication to doing the right thing.

I'm just listing him here because if I allowed more from Legend of the Galactic Heroes it'd completely and utterly dominate the list.
Yang Wen-li This guy is easily one of my most favorite characters. One of the smartest characters I've ever seen, a brilliant strategist. He's all around the perfect person in general, at least mentally. Having joined the army in order to fun himself to attend college and become a historian, he was swept up into the war and with his natural intellect and skill in warfare would quickly rise in the ranks, becoming Grand Admiral Yang Wen-li. This is a heavy irony as he actually wants to retire and live a peaceful life without war. He's smart and witty and outright wise. He's an inspirational character who makes me want to become a better person and to a degree actually helps to affirm my belief in humanity and democracy, which is quite impressive for a series that's remarkably neutral on the matter, and by neutral I mean it genuinely considers despotism and monarchy and actually manages to make compelling arguments for it as well. And it's not like he makes these big speeches either he just talks like a normal person. Quite frankly if I had to point you towards one person as to who is the ideal human being, it would be Yang Wen-li. If you also wanted me to point to one of the most well characterized characters I've ever, seen I'd point to Yang Wen-li.

One of the greatest characters ever made in american sitcom. Based loosely (or not so loosely) on series creator Larry David, he's a neurotic mess and makes very poor decisions most of the time. He's an iconic character that (for me) surpasses even the great Cosmo Kramer.

Jack Bauer

Another iconic TV character, this time in action/drama. Decisive and highly loyal, he's the perfect complex TV-cop. Every single season he goes through a traumatic event, such as losing a loved one or being tortured to being clinically dead, yet he fights through it and become an even more badass than he already was.

The one character my username is an homage to, he might just be my favorite character of all time. He's intelligent, goofy and completely devoted to science and Marty. He's the one true friend to have if you happen to be a time-travelling adventurer.

There's no doc without Marty, and no Marty without doc. They complete eachother and I've never seen a greater pairing in any movie or tv-show. Marty is an incredible friend and a wonderfully witty person. Back to the Future is the only media that gets two characters from the same franchise on my list.

Piccolo was Vegeta before Vegeta was introduced. The villain-turned-hero that once wanted world domination. He's an extremely intelligent character, a fantastic tactician and probably the closest we get to a deadpan character. We all know Piccolo, we all respect his character.

Obi-Wan Kenobi

One of the very few instances where a recast is completely true to the original casting. Ewan McGregor channeled Alex Guinness and made Obi-Wan his own at the same time. Obi-Wan himself is a very loyal friend and compatriot to the Jedis. Fiercely talented with the blade and the force, he's one of the most all-rounded jedis of his generation.

A silent protagonist, Ness is a driven young boy that will stop at nothing to save the world, even if it means sacrificing himself. He's very powerful and have the ability to use PSI-based attacks such as PK Rockin, Healing and Teleport. With his three friends Ana, Jeff and Poo, he needs to save the world from the evil entity Giygas.

Ganon/Ganondorf

One of very few villains in the Zelda-franchise with an actual personality. He's pure evil, stopping at nothing to take over the world and rule it his way. He's powerful and is one the bearers of the Triforce of Power. Ganondorf is definitely one of my, if not the, favorite villains of any gaming franchise.

Gandalf the Wise, the most powerful wizard in all of Arda. A friendly and all-for-good person, he represents the light in us all. Fighter of evil and very loyal to the hobbits and elves, he's also a born leader and probably the one who knows most of anything in the world.

Now, this might be the oddest addition to my top ten list. Growing up playing the Mario games, I always used Toad whenever playing Mario 2. I've always liked his devotion to Mario and the Princess, his lack of fear and his representation as a true loyal servant. Above anything he's a very gifted jumper and fighter.
