was it stated he got a zenkai? if he did its pre-zenkai anyway since I'm talking about ssj2 gohan at the budokai when he showed this form to kibito. Well, it wasn't stated that he did, but the fact that he might've gotten one wasn't contradicted either, so I presume he did.
Fair enough, I say Gohan loses. Even if he might be equal to Cell in power, his skills are rusty and that would cost him the fight imo.

This is all my opinion:
Vegeta fell that Gohan was far, far better against Cell than he was during the world tournament. I think far better would be mean Gohan is 75-80% of his old power personally, and I take Vegeta's overall disgust to mean Gohan isn't even that. I have SSJ2 Gohan at the tournament at 67% of his old power. I don't think Gohan got a Zenkai from his healing, but if he did, I'd only have it put him 70-72% of his old power (as I see Vegeta at 85% of Kid Gohan's power, and Vegeta > Gohan at any time before the Z-Sword).
Kid Gohan and Super Perfect Cell were both confident in winning, and then Gohan admitted that he'd underestimated Cell. Cell, with a lazy blast, was able to cripple Gohan. To me, it makes no sense to say that Gohan was off guard: I feel that if he was stronger than Cell, he'd have deflected it/be fast enough to be on guard/attacked Cell. I think Gohan was only just strong enough to keep up with Cell's attack, and much weaker as it injured him fairly badly. As for how Gohan won the Kamehameha struggle, I believe that he was digging deep and drawing on his sleeping power, and that Cell was distracted by Vegeta. But overall, I think that Cell was > SSJ2 Kid Gohan.
For this battle, I view it like this:
Cell: 110 - 115 SSJ2 Teen Gohan: 67
In character, Cell fights Gohan at 50% to let Gohan think he'll win, and then uses his full power to make Gohan despair for tearing him to pieces. Bloodlusted, Cell kills Gohan the same way he killed Trunks, IMO: with a charged death beam.

If you think Gohan was a normal Super Saiyan, then Dabra is most likely around the level of power Cell displayed against Goku, and if you think Gohan was a Super Saiyan 2, then Dabra's most likely around Super Perfect Cell (or in your case, around SSjin 2 Kid Gohan).
I have Gohan losing 25% over the 7 year gap, but gaining back 10% of that through training with Goten for the tournament. My levels:
(for reference) Goku [Cell Games]: 1,500,000,000 - [Mastered Super Saiyan, full power]: 15,000,000,000
Teen Gohan: 1,700,000,000 - [Super Saiyan 2]: 34,000,000,000
Super Perfect Cell: 35,000,000,000
So Cell's got a measly 2% advantage over Gohan, but that would probably be enough to defeat him since he's rusty.

I'd never put much thought/stock into Goten's training with Gohan before: do you think it was considerable? I mean, I could imagine it raising Gohan from 67% to around 70-72%. If there is good evidence that the training with Goten was really helpful, I might bump Vegeta up to 90% and raise trained Gohan to 75%.
I have Cell Games Goku at about 75% of Cell Games Gohan. It's also my opinion that Goku was banking on Gohan using SSJ2 to beat Dabra. I suppose I'd say that, upon his first appearance, Dabra was near Full Power Perfect Cell, who I put at about 65% of SSJ2 Kid Gohan. I'm uncertain if Dabra's magic increases his power, as opposed to his versatility.
I think I might start using something like this now: SSJ2 Kid Gohan: 100 Full Power Cell: 65 -Buff: 80 -Super Perfect: 110-115 MSSJ Goku: 15 -Theoretical SSJ2: 75
SSJ2 Teen Gohan: 67 -Post Goten Training: 75 SSJ2 Vegeta: 90 SSJ2 Goku: 110 Dabra: 60-65 -Magic/Full Power: 65-70 (haven't seen the fight in forever, but it makes sense that Gohan beats him in power)
As for the fight, I'd still say Cell crushes him if he wants to, although if he's enough of an idiot to try and tank Gohan's Kamehameha the way he did Vegeta's Final Flash, he's screwed.

It was good enough for Goten at least. He went from not being able to hit Gohan at all to fighting roughly evenly with him. I assume Gohan got something out of that training as well once Goten's power increased.
I can't see Gohan losing as much power as you. Vegeta was disappointed with Gohan, yes, but if he lost almost half his power, I'd assume Vegeta would say something like that instead of being so vague. Plus, there's the situation with Dabra to work with, which doesn't really allow Gohan to lose so much power IMO.

By my PL's and Numbers, Cell takes this. SPC : 35. SSJ2 Gohan : 32 - 34. ___ Gohan is a bit weaker than Cell Games Goku.
