This is Nappa from Saiyan Saga and Kishime, Wheelo's henchmen in Movie 2.

didn't those guys give goku some trouble, though? i think that alone is reason enough to put them close to or over nappa. also, given the special powers they each have, i think this would be a stomp.
list of canon sources:

the DB manga, and the Dr. Slump manga as it applies to the crossover during the rra saga.

everything else, regardless of origin, format, or quality.

Well, post Vegeta Goku used Kaioken to quickly finish them.
I have:

Goku [Movie 2]: 12.000
Nappa [full power]: 7.500
KIshime: ~10.000

i haven't seen that movie in years. i just remember:

goku going through marshmallow guy.

goku using kaioken to break out of ice.

machine gun armed guy.

goku using spirit bomb while wheelo is trying to detonate his lab to destroy earth.

In fact Wheelo planned to use his attack, Planet Geyser, to destroy Earth.
Also, Goku's Spirit Bomb in Movie 2 was to be said to be the energy from all living things on Earth, but why was so small compared with Boo's Era Genkidama?.

buu arc spirit bomb also contained genki from new namek, kibitokai, and yemma's office. plus, buu arc spirit bomb was created from power that was voluntarily given, while the earlier spirit bombs were only created from spare energy, so the buu arc one had more power per person participating, and more people participating.

also, genki is life force. long lived races like namekians, oni, and shin-jin should have more genki than humans.

Movie logic would be a good answer, although it seems that as Goku gets stronger he can make more powerful Genkidamas.
