Because movie 7 came after movie 6 where Piccolo was fused with Kami? :P And I don't think it was mentioned it any movies, yet we know it's true in the 6th one at the very least.

Posts: 9,150 Group: Member Member #5,265 Joined: September 24, 2010 Gender Not Specified Favourite Anime dragonball/z/gt/movies What Browser do you use? internet explorer or firefox	movie 6, 8, 9, 10, 11, 12, and 13 all feature post fusion piccolo, because the timeline of the movie has cell in it. movie 7 does not have cell in its timeline, 13 replaces cell as the ultimate android created by gero's supercomputer, therefore piccolo is not fused in movie 7.
	list of canon sources: the DB manga, and the Dr. Slump manga as it applies to the crossover during the rra saga. list of non canon sources: everything else, regardless of origin, format, or quality. for those that blindly follow word of god
