 I've been messing around with my db numbers a bit recently and I have come up with this.

 Post Goku 21st Budokai should be around 90 or 100, also Roshi.

Tao Pai Pai should be around 100.

 Nah that doesn't work at all.
You would then have to make the 22nd Budokai numbers minuscule compared to what they should be.

 Really good list. I'm curious about puar being stronger than Oolong. I haven't watched Dragon Ball in a while so i'm not exactly the best judge.

I think it's implied somewhere in the 1st Yamcha vs Goku fight but I'm just going off memory there.

 the only thing about puar and oolong is that puar finished school, while oolong was expelled for bullying puar.
list of canon sources:

the DB manga, and the Dr. Slump manga as it applies to the crossover during the rra saga.

list of non canon sources:

everything else, regardless of origin, format, or quality.

for those that blindly follow word of god

 yeah, oolong would be a bit stronger than puar, if he was the bully. but puar's the better shape shifter. also, i think in puar's case, shape shifting does increase her strength. she has a pl of 2-3, but was able to cut pl 100 oozaru goku's tail.

 I think puar cutting his tail off with a pair of scissors was a little gag orientated. Also Yajirobe cut off Vegeta's tail when he was ~100x weaker so I don't think you can take that as a sign of his strength increasing through the transformation. Like wouldn't Puar have turned into a bulldozer when they were trapped in Pilaf's palace if it increased his power?

I'm damn serious

 I don't buy the daizenshu power list,Goku at 10 seems a little low,and bear theif was a bear and bears are 3~4x the strength of a human so Goku should already be at around 30 at the very beginning.

 I personally don't mind the 10 pl for Goku. Like if Bear bandit is 7, he's still going to be far stronger than any human like Mr Satan (who I now have 5.5).

It's the rest of the db daiz numbers that don't make sense in conjunction with the manga.

 But you have a humanoid giant hulk bear of a bear bandit weaker than a bear who's smaller than bear theif?lol bear theif should be atleast around the 20 mark,and the early budokai wimps(the ones who get Elimanated the first rounds should be 5~15.I think it's only natural to have Goku higher than 30.So not even the god of earth nor the strongest human nor the strongest evil could beat him,that's why he was sent there to earth,even though it wasn't planned at he beginning for him to be an alien but still it fits.

Goku=low class scum-30~40
Ozaroo-300~400

Kami-350

Roshi-below 100 at the time,probably around 80-90 range.

King Piccolo young-260 seems a bit high but it fits kinda.

They obviously didn't carry out proper research of Earth. There are always going to be exceptions like God etc.

Piccolo Daimao's pl doesn't fit one little bit.
Tien start of Z=250, Goku weights 23rd Budokai>Piccolo Daimao, Tien 23rd Budokai>Goku weights 23rd Budokai.
So Piccolo Daimao= 260 doesn't work.

Anyway I'll be doing all that tomorrow if I can be *****ed.

 You're right, piccolo would need to be around 180~200 or else kami wouldn't have able to stomp him as suggested.

Where do you have popo in all of this?I have him like stronger than tien at the start of Z so..
