Yeah that's just it they can't tax it all because some people will just grow it and they wouldnt be able to collect "there money". They could still have farmers grow it like a crop and use it to make items like paper. I think they could even make toilet paper and paper towels saving millions of trees. |

Actually, they already do. The plant used for fibres and paper is hugely different from the plant people smoke, it doesn't have enough THC to get you high. It's perfectly legal to grow, since it doesn't have any illegal uses. It is in use today, and is used to make paper already. |
