Chrome Favourite Manga Dragonball Z	Piccolo (Cell saga = 1 rosat) fought pretty okay against the Cell.jr's which even a more improved Vegeta and Trunks couldn't show to be equal. On one hand I could make Piccolo stronger than Initial Perfect Cell like some suggest, but on the other, I don't really see a need to, even if I didn't believe the Base Saiyans (maybe just Goku and perhaps Vegeta) were stronger than him in the Boo era.
