To piccolo peace is the earth not being in imminent danger of destruction, kami was the god and protector of earth, since the original namekian made the decision to purge his evil and become good it was his mission to protect it. Piccolo knows his limits, pretending hes gonna continue to get stronger without a strength booster isnt reality. So he trains to maintain what he has. Im just saying, the only viable reason for him to not train, is if he decided to take a trip around the world on foot. Thumbing and hitchiking, the longest period i see him NOT training? i give it 6 months, and thats just being safe. He had absolutely no reason to, though. Both Nail and himself were fighting Nameks, so it's understandable that he'd train in the period of time between Namek and Future Trunks arriving, but then he fuses with Kami, who doesn't fight or train, and his attitude changes (which is noticeable). I'd say him fusing with Kami overrides his fusion with Nail, but that's just me. There's also nothing that points to him training hard like he used to. He became "accustomed to peace" and when we see him training, he's meditating. Not to mention he doesn't use the RoSaT again right before the Cell Games. You'd think if he was all about training he'd use it, right? Nobody commented on Piccolo's power during the Boo arc except, of course, Babidi and Dabra indirectly. If Piccolo had gotten a lot stronger over the years, somebody would've said something, like Vegeta.

Thats just it, without a strength booster even training isnt gonna do piccolo much good except keep him in shape and ready to rock. I dont have progression numbers or anything like that, but piccolo has always managed to stay true to himself and what he LIKES to do. Im not saying he trained super hard at all, but in order to maintain his Pl he's gotta do soemthing, otherwise gohan wouldnt be the only one rusty. when he became the original namek from the dragon clan again, his attitude DID change, but piccolo was still in charge. meditation has always been a aprt of training, of course he meditates, not mention he's just being nosy, listening to the WHOLE universe and all. Its debateable either way it seems, but i just cant wrap my head around piccolo not training for 7 whole years.
