Budokai 3 was addictive for me. Especially when you could go around the world with characters hoping to find something good on the land :o_O:

branching story mode. important events have multiple possible paths depending on who you fight as, and whether you win or lose. story mode menu would look like a family tree, sorta. with goku meets bulma at the top, and branching out from there.

large skill selection. you would have several classes of techniques, and each character would end up with several options for each class. you would also be able to randomly learn another character's technique by battling them repeatedly. meaning gohan finally gets special beam cannon.

leveled characters. characters appearing earlier in the series are naturally weaker than characters unlocked later, but all characters can be leveled through budokai,duel, and training modes. training isn't practice, btw, it's minigames to increase stats.

leveled skills. remember when the kamehameha first came out, and then everyone's defense raised to the point it became useless, and then goku developed the super kamehameha? same thing. the more you use a particular skill, the stronger, faster, and cheaper it gets. this expands to flying and kiballs/rocks/guns too.

open world online/offline multiplayer. in exploration mode, you can go anywhere in the dbz world. you can also train here, against generic mobs or in pvp.

full character roster. everyone from akkuman to zarbon. even generic's like frieza's soldier and bear demon. every character has every outfit shown in the series, including generic henchmen having multiple skins.

custom character generator. you pick a race, modify your features, and pick a few basic starting skills. custom characters have to learn skills the hard way, but have a higher chance of learning them. also, can record custom quotes with a microphone, or type it in, and then edit the voice.

equipment. buy equipment with zenni earned through budokai or exploration.

custom skills. have a minigame type thing in training, where you have a body with kiflow lines on it. by modifying the flow of ki, and the position of the body, you create techniques. when you find one you like, you name it, record a vocal and movement pattern (if you have microphone and motion controller), and save it. if you don't have motion control, you can select a preset from an existing skill.

racial differences:
saiyan: gains stats from losses as well as wins.
namek: minor health regen
human: learns and improves skills quickly
etc.

1. A large story mode. Something that starts in Dragonball not Dragonball z like every other game in the past was. It should focus more on the Dragonball stories too. All Dragonball games don't have a long Dragonball story but this one will have one.
2. Long character roster. Ok this one also must have alot of Dragonball Characters as well as most GT Characters. Like Kid Krillin, Gen Blue, Battle Jacket, Destroyer, Rildo, Ludic?, GT Vegeta, and even SSJ4 Gogeta!
3. Strength should be base on real power. Ok I am getting sick Of SSJ1 Gotenks being stronger than Mystic Gohan just because it's fusion. IMO Strength should be base on how strong a character is in the manga or anime(GT). Also they also make SSJ Vegito weak in the games too, or just very slow. Also a character should be able to level up just like lunar said. So we can train SSJ3 Goku Or SSJ2 Gohan to be just as strong as even their older counterparts like SSJ4 Goku or Mystic Gohan.
4. Character maker. Ok this is simple, able to pick your race, your strength, your powers, your moves, and skin color ect.
5. Weather! This is also simple. Able to pick rain, snow, sleet, or windy days but only on maps that allow those, so no rain in space or on namek.
6. Transformations really matter. This also somewhat goes with strength but I am going to also say this. In most games transformations are just switching hair styles and moves. I think they should do like they did in buu's fury, but the power boost is even bigger. Also they should make the ki drain comeback to. Like this.

SSJ: Small Medium Ki Drain
ASSJ: Medium Ki Drain and is somewhat slower
USSJ: Fast Ki Drain and is alot slower
MSSJ: Very very Little Ki Drain
SSJ2: Just like SSJ1 Small Medium Ki Drain
SSJ3: Very Fast Ki Drain and uses all of your cannot transform again even if you get knock out of your ssj3 form. But if you have a tail then the Ki Drain goes down to Fast ki drain(still more than SSJ4 but is just around USSJ without the speed flaw.
SSJ4: More than SSJ2 but less than SSJ3.

I don't know. In Budokai Tenkichi 3 he felt very slow to me. His power felt good but he was just slow to me. Gotenks in some games is stronger than mystic gohan in the games though for some reason. Don't know why though.

because most characters are more or less equal. ssj gotenks is the second transformation for goten or trunks, while iirc, mystic gohan is a base character.

Now that does make since. But in BT3 Mystic Gohan was equal or a little stronger than SSJ3 Goku. I did a test and gohan won on everything but Ki blast, and ultimate attack. But Vegito no matter what is still way too slow for my taste. He felt like a toad compared to even weak characters like kid gohan.

This, minus (or a increased)fatigue gauge, with more characters, attacks for everyone and stages. And also a more destructive feel..

Only thing for me would be on par gameplay with BT3, and online play. Online for the Wii in BT3 was complete crap. It was unplayable due to extreme lag. On top of that, if you are about to kill someone, they can just turn off their Wii and nothing happens. There was no forfeit system, so people could go up the ranks with 0 losses. That is, if they could bear the extreme lag that made it simply not fun.
