Dragonball Frame Rates Confusion

Hey does anyone know what the correct frame rate is for Dragonball? I am so confused because all the files, the movies and the show says that it is 24 FRAMES PER SECOND but when I convert them in MKV converter the show automatically gets converted to 23.97 FRAMES PER SECOND instead except when I view the clips they are perfectly fine:S But, when I take a movie that is the same like the show 24 FRAMES PER SECOND and convert it with MKV converter it is glitchy, but when I convert it in another program I change the settings to convert to 24 FRAMES and THEN it works fine!? I put these into Sony Vegas and when the show is viewed at 24 Frames per second the frames OVERLAP each other, I have to switch it to 23.97 frames per second to view the show how it should be, but when I take a movie that was in its source 24 FRAMES and convert it to 23.97 frames per second it is glitchy when at 23.97 frames when it should be glitchy at 24... My question is why are my MKV files of Dragonball (Movies and Show) ALL 24 FRAMES PER SECOND but when I convert them to 23.97 frames only the show looks normal and the movies do not?(they glitch from a incorrect frame rate)

It just doesnt make sense, I take an episode I check the details it says FRAME RATE 24. I convert it in MKV converter and it automatically converts it to 23.97 because I guess its really 23.97 and not 24?. Anyway once the file is done I view it and can tell it is the correct frame rate because there are no frames overlapping each other and all is smooth, but in the details of the file it says 23 frames per second and not 24.... Now I take a Dragonball Movie that is MKV and is 24 FRAMES just like the show, put it in MKV converter again only can choose 23.97 frames per second, once the file is done i check file details says its 23 FRAMES just like the episode so in theory it SHOULD be fine just like the show, But it is noticeably glitchy and its clear the framerate is wrong yet it doesnt make sense seeing as how the show worked just find as 23.97 frames. Whats the deal? is 23.97 frames per second the same as 24 frames persecond or not?

I'm assuming you didn't extract and convert those video files from the actual DVD yourself, did you?

Just so you know, FUNI's Dragon Box is 23.976 fps.
