Exactly. Goku and Vegeta only fought Buu's thoughts. The real Gohan, Goten, and Trunks were still enclosed in their balls. This isn't actually a plot hole.
He gets hit to the ground and says, "You're not my son, but you punch like him" -- which could either be a reference to his form (since Vegeta makes a similar comment about Gotenks/Piccolo), or a simply a line meaning "you punch hard." Plus, Vegeta even states "these aren't flesh and bone" at the end. Even if Goku actually did mean, "you are as strong as Gohan," then only the phrase would be a plot hole -- not the whole scene. In the Japanese version, Goku does say that Ghosthan is just as strong as the real Gohan. |

You could also say that Semi-Perfect is stronger than Super Buu. This referring to Semi-Perfect Cell puffing up like a ballon and generating an explosion that would destroy the earth. Super Buu charges himself up and detonates and only leaves a crater. |

It's how the anime wanted you to think it. Goku had to be the strongest in the end. Beating fighters far far stronger then him was a must. Even though UG winning it all for them wouldn't be bad as well. |
