Post Cell Games wish plothole

I just thought about this. After Gohan defeated Cell the group made a wish to resurrect everyone killed by Cell. If that was the case, why are King Kai, Bubbles, and Gregory still dead after the wish is made? You might have overlooked this like I have, but this is worth discussing.

I don't think they were alive or dead. I think they were in the middle or something. I don't remember. All I know is they weren't revived for a reason.

well goku refused to be moved to earth when they made that wish. i guess if you are more powerful than the dragon, you can refuse to be affected by its powers. and the dragon isnt very strong. even second shenron wouldnt have a pl over 2 or 3,000.
list of canon sources:

the DB manga, and the Dr. Slump manga as it applies to the crossover during the rra saga.

list of non canon sources:

everything else, regardless of origin, format, or quality.

I don't think it really matters if King Kai is dead or not he can still do everything he needs to do. Also it might of just been meant for people killed by Cell on Earth.

I was actually thinking about this a few weeks ago.

Yeah it must just be a plothole and the wish was for everyone killed by cell not just the people on earth
