I think Super Buu is able to concentrate the feats of the fighters. Buutenks stated that he has the powers of Gotenks and the Intelligence of Piccolo, Fat Buu wasn´t able to control the grand supreme kai and totally bonded with him.

Post-Rosat Base Gotenks was stronger then SSJ 3 Goku. Super Buu would never gain enough power to fill the gap against Mystic Gohan.
