If Goku did it quick he could win, if he doesnt Vegeta wins cause his body would burn out.

Even without his Ape-Form, the Saiyan may be more than enough for him... Our one hope is that he's gotten weaker...! If we could only hit him with the Genkai-Dama!! Hit him with it the way he is now...!!! Hell, even Goku realizes this. Goku: "A Genkai-Dama's the only way to win... B-But can I concentrate enough...?!" So yeah, I'm damn sure Vegeta would've wrecked Goku. The only thing Goku could do after that beam struggle was evade Vegeta's attacks and create the Genkai-Dama. He couldn't actually do anything offensively.
