I agree. But, I think this fight really is undeterminable. We don't know how strong either of these two are. So, any claims would be baseless.

 We know Kaioshin is stronger than Piccolo, so it's dependent on how strong you think Tapion is, I guess.

 Piccolo's quotes from the tournament, and then I know at least 2 Daizenshuu also say that Kaioshin is stronger than Piccolo, one being his bio from Daizenshuu 7.

It's really not that complicated. Like I said, Tenshinhan says the same thing when seeing Super Saiyan Goku. And Toriyama says the same thing in Shenlong Times #3 when talking about this guy he knows who is way better at sculpting than he is. It just means that someone's a lot better than you, like how you'd say that someone is "on a different level". Saying that it's about being tuned in to higher dimensions is overthinking the hell out of it.

And for any "he did it out of respect" theorists:

He says to enjoy themselves (meaning in the fight), and then Piccolo forfeits. It's not an 'OBEY ME, SOLDIER, OR ELSE!' type of order, but that's clearly going against Kaioshin's preference regarding what they should do.

In other words, let's say we agree you're not worthy enough to do anything with God. But then God Himself says to you 'let's play ball!' Would you A) play ball, as per his desire, or B) refuse because you're not worthy enough to play ball with God? It shouldn't matter if you're worthy or not anymore, God WANTS you to.

 We aren't given any indication of Tapion's strength. None. That's weird. =/

We do know Kaioshin is stronger than Piccolo though.

He is able to cut through Hirudegarn though. Trunks wasn´t able to cut through Goku when he was fighting him.
