That's a reason why i believe Cell would actually reach Perfect Form in this scenario too. He was clever to use Vegeta's arrogance, so he would use Goku's innocence. Cell: Please Goku I surrender, spare me! (Think of defeated Freeza, Cell has his cells in him) Goku: You must pay for your crimes! Cell: Please let me catch my breath!!! Gohan: Yes father spare him, he is no match for us! We shouldn't become like him Goku: Ok Cell you are defeated, you are hopeless. Go away and don't dare do anything bad again. I shall go wait for Vegeta to have a decent fight. If it happens and you turn Perfect, let's organize a tournament call it Cell Games, we will fight first and then I'll give you a senzu bean to fight my son who is able to turn SSJ2 and anyway you will lose.
