Usually because certain girls tend to never be able to make up their minds. If they say this to you then for the moment it will be difficult to sway them into thinking otherwise. It will not however mean that you will never have a shot. People's feelings change all the time. It's not just girls either. I'm fairly sure that if you have some form of confidence in this area, there will be some girls that like you that you would prefer just to be friends with.

Like if she likes someone else and they shut her down and you get used for comfort and maybe a rebound but then the next morning its all back to nothing and your hopes get shattered again.

(Thats to everybody) It's only happened to me once, with a girl I really liked (although she never directly said it, and even thinking about it now makes me regret not making a solid move :P but that's in the past). However I'm not that offended because I've done it to a girl who liked me. If there's a person you really like, but you aren't attracted to in 'that' way, then that's a friend and you can't blame them for not liking you more. It is THE textbook letdown that works for most girls; and I do mean, girls. I haven't heard this used very often with women. Women are generally more mature than falsely making a statement like this that doesn't cut to the point.
