You have statements, directly from the source material and several other official source materials outright stating 17>18. It might be a small gap, a medium gap, even a large gap, but the gap is there. It's outright stated, in the official material that to get 18 to be more obedient, Gero purposely weakened her in regareds to #17 and failed miserably on his part. And as far as Doore>Salza, yeah bullsht numbers. Heck going by the random numbers random sources fo rhte movies gives, such as Movie 8 Broly and Super Gogeta, there's only a 1.7x difference between Movie 8 Broly and Super Gogeta. Which is of course a bunch of bullsht.

IIRC, it says "suppressed" because Gero made her specifically to have a lower power than 17, because 17 was super strong but disobedient. So, Gero "suppressed" that in 18. Could be that he intended them to have the same power or something, then "suppressed" it as an afterthought with some...tweaking.
