It took Vegeta most of his energy to beat Android 19 but he did it with ease. Android 18 clearly demolished Vegeta at that point so we know Frieza is already weaker than the Androids. I think Cell was definitely a little more powerful than 17 and 18 so Cell in his first form would win, no doubt

However, Cell would easily win, even if he didn't have a gigantic power advantage, he can still regenerate, which Freeza cannot.

Mozilla Firefox	Cell wins for sure, he has more power than a super saiyan(for example Trunks in the begining of android saga), and super saiyan Trunks defeated Mecha Frieza(who's stronger than final form Frieza) without much trying. So when you sum it up: Cell 1st form > Trunks ssj >> Frieza final form Conclusion: Cell 1st form >>> Frieza final form

But like NeciFiX said Cell can regenerate, so I think that would clinch it for him. Plus he has a much larger arsenal of techniques.

The point I was trying to make was that Cell probably wouldn't just blow Frieza away without even trying. IMO it would be a better fight than most people think, but as I said before Cell just has way too many advantages over Frieza, the difference in power notwithstanding.
