I'd say Master Roshi would take this fight.

Roshi was about even to Tien at the Tournament, probably only a little weaker, and Tien was equal to Goku.

Goku at that point had already defeated Mercenary Tao, so Roshi must also be stronger then Tao.

And of course I think there's no argument as to who is more skilled. Tao is an excellent assassin, but I don't think his skill measures up to Roshi, who's over 300 years old and has been doing martial arts all his life. If he really needed to, Master Roshi could just trap and kill Tao with his lightening technique (forgot what it was called).

Well, it depends on the period of time you're talking about.
If it is after the training for the tournament where Tien and Chiaotzu first got introduced, then Master Roshi would win because of the points Psyam has already made.
If it is BEFORE that training, then I believe Tao would be the winner, simply because Goku was stronger than Master Roshi at that point and he still got defeated the first time he fought Tao.

I think Master Roshi would still win, even if he was at his level from before the 22'nd Tenkaichi Budokai. I don't think Goku was much stronger than Roshi the first time he fought Tao. In fact, he may have still been a little weaker, because I don't think Roshi used his full power in the first tournament. After all, he was not fighting for his life. Even if he was going "all out," I think a life or death battle would bring out a bit more strength.

And even if Tao had the edge in raw strength, Roshi has much more experience and superior tactics, not to mention he would be familiar with Tao's fighting style so he would not be caught off-guard like Goku was (the main reason Goku lost was because he never expected anything like the Dodon-Pa, a technique Roshi would surely know all about).

And btw Psyam, the name of the lightning attack is the Bankoku Bikkuri Shou. ;)

I think at the tournament where he fought Goku he was holding back a lot. I mean, he blew up the moon (that was no easy feat in Dragonball), and yet he still managed to win. I believe it was even said that took all the energy out of him by someone.

Clearly to me it would be Mercenary Tao. The reason I choose Mercenary is because he is younger then Master Roshi. Even though Master Roshi is powerful and could withstand Goku and defeat him, he would get too tired trying to defeat Mercenary Tao. Goku was way stronger then Mercenary Tao, but if Mercenary Tao hadn't been blown up by the grenade and fought Master Roshi head on then he would defiantly win because of his age. Master Roshi would ultimately get too tired and loose most of his energy, when Tao would not get tired until the very end of the battle.

I think Tao would win. I hate to say it, but just according to the character power arc, Goku fought Tao after he fought Roshi, which automatically means Tao is stronger lol. but seriously, Tao is a trained assassin that could probably "kill" most anyone on the planet except for Piccolo. I mean, general Blue might have even been able to beat Roshi, with his cheap paralyzation move, but even as a martial artist, General Blue was formitable to Goku, and this is after the first Tournament. Roshi is 300 years old, but that also means further generations, according to how strong people seem to be able to get as time passes, I'd say Goku's generation has more potential by a long shot than Roshi's did. just sayin.

that said, Roshi would only be able to win with a Kamehameha, or his ultimate technique "Bankoku Bikkuri Shou"

But Roshi was equal to Tien at the second tournement...who was equal to Goku.

Roshi = Tien = Goku > Tao

I think Akira Toriyama decided to go back on making Goku stronger then Roshi so early in the series, and made Roshi stronger at the second tournament.
