when did tien use the kamehameha technique, i really dont remember seeing him use it.
He used it against Master Roshi at the 22nd World Martial Arts Tournament in Dragonball.

Tien Vs. Goku is an interesting fight, but to get the scope of their advancement I'll start from...the start.

The first tournament match they had, they were nigh equal, with Goku losing by nothing more then being the first to fall to the ground.

A the next tournament, though, Goku had surpassed Tien. When he took off his weighted clothes, Tien was too slow, and after confusing Goku with the Multiform technique, Tien was eventually beaten.

It can be assumed that the gap continued from the end of Dragonball to the start of Dragonball Z, with both getting stronger. I doubt Tien gained on Goku as Goku would of been training hard too, to keep up with Piccolo in case he tried to take over the world again.

Then Goku dies, goes King Kai's, gets way more powerful then Tien, yadayada. The gap increases here.

Tien later gets to go to King Kai's, but it's very unlikely his strength increased past Captain Ginyu's, even with the extra year he spent there. Goku, however, had super training on his way to Namek, plus he had a near-death experience on Namek which allowed him to fight with Frieza's final form. By then, Goku's base power was in the millions. That gap would have taken a LONG time to train up to in my opinion.

They both train for the Androids, but again, as Goku was training, Tien wouldn't of been catching up. Goku would still be miles ahead. Infact, Goku probably jumped even further ahead due to having Piccolo and Gohan as training partners.

Goku enters the Time Chamber and that no doubt makes his base even stronger as well. Then he trains in Otherworld (which is probably the best place to train) for 7 years while Tien is doing basic training on Earth...again, Tien wouldn't of been closing the gap. Goku was too far ahead.

Conclusion: Since Goku took the lead of Tien, he's been jumping further and further ahead. I don't think Tien ever got a chance to catch up, as Goku never stopped training, and Goku had better training conditions.

So my vote goes to Goku.
Do you believe that Tien ever reached base Goku's level on Namek?

An optimist is someone who falls off the Empire State Building, and after 50 floors says, 'So far so good!'
If you can't see the bright side of life, polish the dull side.
If you lend someone $20 and never see that person again, it was probably worth it.
