Pui Pui is probably stronger, simply because he appeared later in the series when he had to fight against stronger beings than Zarbon did. Zarbon's PL probably never even scraped 1,000,000...whereas im sure Pui Pui was atleast that strong.

Power Levels (from a source that can by all means be completely wrong..)
Monster Zarbon - 27,000
Pui Pui - 6,000,000

Aye, Vegeta by then was stronger in his base form then Frieza was. He had been training intensely for 7 years, after all.

Yah, I kinda forgot Pui Pui was a Majin. If Zarbon fought Pui Pui it would be a very sad affair to say the least.
