I can definetly rule out the GT ones.. i would say Freeza (due to his planetary explosions ruling over the saiyans blahblahblah) or Buu (cuz he turned people into candy, blew up sh1t, and exploded galaxys)... i think ill hand it to buu, for actually destroying earth and basically not having feelings whatsoever

Firefox 3.5 Favourite Manga Dragon Ball Z	I would say Frieza for the same reasons as RyDub...haha I remember when I was watching DBZ and when Supreme Kai said when Buu was unleashed he will have the power to blow up Galaxies like nothing, I was like OMFG, lol. He wasn't THAT bad though...

Explorer Favourite Manga Dragonball Z	Frieza, definitely, no conscience whatsoever, whereas Buu developed one eventually as a result of absorbing the four Kais! Frieza never did, and happily destroyed vast planets and races to expand his empire, he had no regrets, spared no mercy and was just completely ruthless and heartless!

Demon King Piccolo gains a spot for killing off Shenron, murdering every martial artist in the world, blowing up an entire city to prove his power(the first enemy to do this, abolishing every law enforcement agency in the world and threating anyone who tired to fight in the name of justice with death, and creating a yearly event where on the day of his accession to monarch of the world, he would hold a drawing where he picked the sector he would destroy.. Frieza however, takes the cake though due to his actions that included killing anything that was useless to him, blowing up entire planets, committing genocide against countless races, and openly targeting children to prove a point.

Internet Explorer Favourite Manga DBZ	No doubt about it; Frieza. Although I've only watched/read DBZ, I can't see any villain being more ruthless. Frieza would destroy a planet in the blink of an eye with no remorse, he would kill anybody, even those who worked under him. He was a ruthless tyrant.

From your post i'm guessing that how ruthless a character is should be related to his/her power. I believe that if demon king piccolo had frieza's power then he would have caused about the same amount of destruction that frieza did. I'm not sure if one person deserves the overall title of "Most Ruthless".
	Men, on the other hand, tend to do the job properly when they crash, and as a result cost their insurance companies a lot more money. He was pure evil and would just go around the universe destroying planets for no reason. Remember he blew up the earth about five minutes in it.

I think Kid Buu is the most ruthless because he has no soul. Nothing you could possibly say or do would stop him killing you. Frieza and King Piccolo are more evil (as they have souls and choose to be so), but you could engage in conversation with them and prevent your death a little longer. With Kid Buu, no such option exists. He has no mercy, he would kill you there and then. Frieza and King Piccolo are more evil, as they have intellect and choose to do what they do, but Kid Buu has no such intelligence, so by default is just a mindless killing machine. Firefox Favourite Manga Neon Genesis Evangelion. Dragonball/Z. FMA.	I'm going with Frieza for many reasons stated above. A close second would be Kid Buu. He didn't have that reserve that Super Buu had and was completely indiscriminate with who he killed. It wasn't to prove his power or anything. It was for fun.

Nappa should not be left out though. Despite his small amount of power he was a merciless bully who would destroy anything, even if it wasn't in his path. TV crews, cities, innocent bystanders. I remeber watching him destroy that city, and there was also a scene which emphasized his wrath. A little girl was playing with her father, then BAM!

He kills his own men just for picking their nose. Fun dub actor, though. The funny thing is, in Movie 3, he actually seems to...well, good. Kid Buu, as he seemed purely of hostility and willingness to harm and kill others for sheer amusement of his existence. Frieza, since he was a self absorbed prick that, despite having the ability to reason, would only keep somebody alive just long enough to taunt and hurt them mentally or bring about some other type of anguish to make them fear his wrath (and to convince others to do the same). I am absolutely sure that the only reason he'd wish life for others would be because of the fact that they would worship him, and make him feel powerful. They would do his bidding, and exist for the sheer purpose of being below him. He was the epitome of cruelty, and he relates to many real life evils of bad people and their greedy wants and needs. Omega Shenron, for the simple fact that he wanted to end the existence of any living life form on earth for basically no reason. That is ruthless, without a second's thought.
