Toriyama always considered Goku as the most powerful being in the Dragonball universe (non -GT). But I guess no one is relatively THE strongest. That's because new enemies appear, new transformations, new discoveries etc.

Strongest unfused character is Gohan in dragonball z universe, not Goku. Unless movie 14 shows Goku is the strongest, than automaticly Goku becomes strongest unfused character, but for now its Gohan.
