SS4 is not really a super saiyan, it`s more oozaru type. Goku who in GT had small body became dramatically stronger than ss3 because he got his normal size back while in ss4. But the real question is would ss4 be stronger than ss3 in normal body. I think not, probably even weaker. But we`ll never know for sure, because it wasn`t created by same person (Akira Toriyama). On the other hand, I found many facts indicating Gohan owns ss4.
