I think that Dabura would definitely win this match. The only way Cell could win is if he got hold of Dabura and drained his energy. Other than that Dabura would most likely win. He was about equal to Cell at his peak (maybe a little less, we can't be sure) and there was a major difference between 2nd and Final form Cell.
