Firefox	Goku is always a step above vegeta, no matter how hard he tries vegeta can never surpass goku so Goku wins. After the saiyan saga goku has always been stronger than vegeta.

In the Androids Saga, Goku was a little below Vegeta even if you don't take into consideration the heart virus. But other than that and the Saiyan Saga, then yes, Goku is always stronger so at the "same" level (Super Saiyan 4), Goku wins.
