Dende's wish was "I wish everyone on this planet but these two(Goku and Frezia) were sent to Earth."(in namek) So Everyone including the frog Captain Ginyu was transferred. Ginyu was not in HFIL yet he was on earth doin who knows what. We see him on earth when they were wished back and saw him on yamchas head when they wished yamcha back with the dragonballs, trust me it was him the only frog with antenaas are Namekian frogs lol And there's the answer
	You can't kill an immortal...but cutting his limbs off will certainly screw the rest of his existence up

There was no "female frog incident". When Ginyu turned into a frog, he hopped away, he never took control of anyone, he was never seen again. Goku told them to make a wish that only himself and Freeza would stay on the planet. Everyone was teleported off, including Ginyu-frog, as he is a living being and Goku only wanted himself and Freeza on the planet. Even if Ginyu wasn't transported off, the wish to revive those killed by Freeza [which would be Ginyu, since he would've died on the exploding Namek which Freeza caused]. He probably hopped away in the grass, the end. In the Manga Pikkon doesn't exist. They never re-kill the villains. Nuh-uh. Ginyu isn't seen again after he hops away as a frog, however, theoretically, he's alive as a frog. Yamcha, Ten, Piccolo [?] and Chouzu never fought the Ginyu Special Force on Kaio-sama's planet. Never happened. After the Ginyu force died, they died and were never to be seen again. That is, in the Manga. Ginyu could be a person on Earth, though. As seen, when he transfers bodies, he still keeps his body change technique. Maybe that isn't the case since he's in a frog's body, but, if he still had the ability, he could easily take someone over, wreak havoc, get thrown in Jail, or live the normal life. "Commander Ginyu makes his final appearance in Dragon Ball Z in Hell, with his body intact (as Kid Boo had blown up the earth, killing Ginyu as well). He is seen with the other Z villains watching Goku in the final battle with Boo. It is also presumed that the frog in Ginyu's body is back in his own body and was wished back to Earth in his original body. Firefox Favourite Manga One Piece	Ginyu didn't change bodies with Bulma in till she put the universal translator around his neck (as a frog). This means he probably has to say "CHANGE NOW!" to actually change bodies, and once he's on Earth, without the translator, he's stuck as a frog for good, but alive. For now. Later, Kid Buu blows up the earth. Regardless of if he's restored to his old body or not, the wish is made to bring everyone who died since the day of the tournament back, except for the evil ones. Ginyu is evil. Ginyu stays dead. That is inless he changed his ways while living as a frog.

Remember those episodes when Nameks came to Earth and decided to live at Bulma's place until they found a new home...well in one of those episodes you could see the frog that Ginyu is traped in "talking" to the other animals in the garden.
