 Sports should be ranked on 2 seperate criterias
Women and Men

culturaly one nation will have a better womens' team than a men's team.
for example in North America field hockey is considered a girl's thing. Not to say that the ladies dominate that sport, but no men will ever lead a team to gold in the US or Canada.
