He receives this uniform from King Kai after his training with him. The symbol translates to the word Go which means you understand / enlightenment / discern. And for good measure, the page itself.

Google Chrome and Firefox	I think he has both symbols. The back of his shirt represents King Kai while the front is Master Roshi's. I thought that is how it was. It doesn't matter anyway because his shirt always rips off haha.
