I always thought him turning SSJ in the manga was more of an aesthetic thing like when Trunks goes SSJ for the Future Androids. As opposed to the anime where Vegetto flat out states he can't beat Boohan in Base.

Also does not hurt to point out that Vegetto had lightning when he first transformed, which just means Toriyama wanted it to look as cool as possible.
