It seems its not that hard to become Super Saiyan 4. In order to be a Super Saiyan 4, a few things are required: 1. Have a tail or access to blutz waves. 2. Can become a Super Saiyan 3. Once an Oozaru (big ape) the Saiyan must be able to control it and/or have enough power to control it. If the second part of number 3 applies (Never specified if thats the case. Bulma was talking about in GT and gave a few reasons why Vegeta didn't turn Super Saiyan 4 when Baby was inside him. Chances are it had to do with Baby being inside his blood stream, but that is never proven) then we don't know how powerful you have to be. If you don't need to be a certain power level, just able to go super saiyan then theoretically any Saiyan with a tail or access to blutz wave (even someone like Broly, who has both) can become Super Saiyan 4.

But even in GT I think it's pretty clear Vegeta can't go SS3 because if he could there's no way the people writing would've passed on giving him a moment to show it. I honestly find far too much inconsistency in GT to give it too much thought. I don't see at all how SS4 should exist and why it would even be more powerful than SS3 since it was achieved so artificially by Vegeta.

Plus, the creators of GT insist on the title Super Saiyan 4 while in DBZ numbers aren't used that often. Instead, they use expressions like Ascended Saiyans which are much less Power-Ranger-like. Even when Goku says Super Saiyan 3 it's kinda in a funny, boasting way. SS4 is mentioned all the time in GT on the other hand, with the obvious intention to please little kiddies :lol:. I think SS4 shouldn't even be a Super Saiyan level, but have a unique name like Super Oozaru or something.

Google Chrome Favourite Manga Gantz, Berserk, One Punch Man, Dragon Ball, One Piece, Attack on Titan, Re: Monster, (no more room)	I think he shouldv'e been able to go ssj3 when he was fighting majin boo in spirit world. as majin vegeta he was like ssj2+ and then blew himself up, so in spirit world, being a sayian, the death experience should have pushed him over the edge to super sayian 3 potential. also the willingness and sure drama of sacrificing himself for his family? I think he should have been able to go ssj3, but alas, he dose not....lame.

IE Favourite Manga Hellsing	Like goku said you have to look deep inside yourself to go all the way to ssj3... who knows maybe vegeta cant do that. although i was quite annoyed that gotenks could go ssj3 i mean COME ON!

Bio Broly had a tail, but not the original Broly. No doubt Paragus had it removed as soon as possible to prevent just such a transformation.
