So really neither of the major contestants (Cell, Super 17) are androids at all. Cell only killed so many as the characters were alot weaker then. Super 17 is alot stronger than Cell and therefore making him perfect among the others who are called 'Andriods'

And besides... he beat down SSJ Goku and took his energy... he had to be pretty damn good back then to do that XD And Super 17, 17, 18, 20 and Cell are Androids in a sense. They were fitted wih explosives and mechanical devices to make them stronger than anyone else at that point. What i've heard from 17 and 18's history tells me that the two of them were just runaway kids at one point with no specificly high powerlevel, or else the Z Fighters would have picked them up before then.

Gero was probably stronger than 19. I don't think he wanted the same mistake to happen which had happened with 17 and 18 before. And 19 only took down SS Goku easier than usual was because of the heart virus. Why did Gero run away? Because he knew he wasn't strong enough to face SS Vegeta, which took down 19 easily.

Google Chrome Favourite Manga Gantz, Berserk, One Punch Man, Dragon Ball, One Piece, Attack on Titan, Re: Monster, (no more room)	I feel theres a simplified answer to all of this. it would seem somthing the writers did for effect, is they had the characters, usually villians, continually lie about what streangth they were, mostly to try and sound cool while maybe intimidating the enemy. for example, freeza saying he was at full power, but when things got serious, he announced he had an untaped level of power with the ridiculous title "100% complete full power" (LOL, so many synnonems). the androids where simply self proclaimed "strongest," like how freeza was self proclaimed strongest, disregarding his bro. coola. I also think it was poor planning on Akira's part, since he hadn't decided yet how powerfull all the androids would be and what not, until he actually was in the process of making the episode, so it seems in many cases. (cell getting his head blown off after stating he has piccolo's regeneration, which requires his head, and then regenerating anyway :P)

He was probably equal to #19, because they have very similar models. And the perfect android, in my opinion, was Android 16. Cell and #13 needed to absorb other androids to reach their full potential. But #16 was more powerful than Cell's or #13's base form. And Super 17 had that ridiculous weakness of being left wide open while absorbing energy. #16 had no weaknesses, unless you consider his peacefulness as a weakness. In short, #16 was the most inherently powerful android, and he was also the only one (besides #8) whose artificial intelligence formed a real personality, which is what I think makes him the most technologically impressive.

Firefox Favourite Manga One Piece	In potential to get stronger, Cell is the greatest thanks to his combination of regeneration and Saiyan ability to get stronger after brutal injury's. Cell aside, however, I think #16 had the perfect model. Next to no weaknesses, infinite energy, etc.. He seemed to be an improved version of #17 and #18, and yet he was only 25% complete!

But clearly: A new Android named "Android π" (android pi) would be the ultimate because he is never ending. the never ending android would be the best LoL The best android would be super 17 because of how powerful he was, but he had a serious flaw that ended up destroying him in the end. Cells model was the most perfect one because he was made out of the most powerful DNA obtainable and it is true that if he absorbed enough people, he would be unstoppable. Im just surprised that when Gero decided to turn into an android, he didnt make himself the "perfect one", like combining the DNA into himself or a new body for him.

Indeed. You would think that as he hated Goku so much, he would rather of killed him himself then get an android to do it for him. Its a good question. I suppose he probably thought he would be able to handle Goku anyway, as he didn't know about him being a Super Saiyan. I think it was odd how he was going to let #19 kill Goku, why didn't he do it himself and let #19 have the others? On topic: I stick to my theory on #16 being the perfect model, but Cell having the most potential. I thought of Super #17, and though he's strong, he does have a fatal weakness in being an absorbing type. #16 isn't the strongest, but he has the least weaknesses. Cell even said "So Dr. Gero made some improvements, did he?" when he failed to put #16 to sleep by putting his tail in his neck, which would have paralysed #17 and #18 presumably.
