They weren't born with tails according to him.

It might have had something to do with the fact that English dubs are kinda crappy (there are two different companies for DBZ though amIright? I do remember one being much better than the other). Though when I think about it, it probably has something to do with the fact that he was just a little incarnate of Goku...right down to the lovable personality, so came across as unoriginal and therefore just seemed like a plot device so he and Trunks could fuse to pwn Buu
