Piccolo himself wasn't really that evil. It was King Piccolo. The one now just wanted to get goku, thats about all that he really did.
If mt DBZ history is correct, isn't Piccolo an off-shoot of Kame? I mean he is the bad nature of Kame while Kame is the good one. He did it so that he can govern Earth without evil in mind. Kindly correct me if I'm wrong.

 yes you are right, but i think that it was king piccolo. because kami was there in the first series. And King Piccolo threw up the egg that had piccolo in it, when he died. But even if it was this piccolo, we never see him do anything totally evil, all we really saw(that i remember) was him fighting in the tournament at end of first series, then at start of z, he helps out goku and soon after becomes good. He did want to kill goku, but thats all it really says. But thats just how i took it.

Ally to good. Nightmare to you.

 I love Piccolo. He has one of the best origin stories. He evolves as a character more so than any other [arguably tied with Vegeta]. It's sad that he became so unimportant by the middle of the Cell saga. After that it was all about the Saiyans and their multiple transformations.
