I go by what was stated by the creator of the Dragon Ball manga, Akira Toriyama, that the base Saiyans are weaker than Freeza by the BOG arc. Yakon was more or less on par with base Goku, who Piccolo is far ahead of by that point.

Cell Games era Piccolo wins easily.

Also, on an unrelated note. The base Saiyans (late Cell arc and Boo arc) are stronger than Freeza in the Dragon Ball manga.

Yakon gets some interesting techniques in other games that make him seem a little more menacing, like the ability to spit out energy attacks after absorbing light, just to name one out of a few.

He's definitely bulkier and at equal power levels potentially stronger even if both canon and non-canon feats don't make him out to be all that physically powerful. His scythe-like appendages might help him out in battle but we only saw Yakon cutting clothes with those, who knows if he can chop Piccolo to pieces. On the other hand, Piccolo's got a great variety of ki and non-ki techniques and abilities, plus is likely more skilled.

Piccolo has the ability to elongate and contort his body to proportions that should be comparable to Yakon's mass. The monster does have his bladed accessories, however what Piccolo lacks in edged armaments he makes up for with a versatile list of techniques that could prove useful in a fight like this. Darkness isn't going to really matter since Piccolo is capable of registering ki just like Goku. Plus, his hearing is greatly enhanced in relation to a human or Saiyan's so that advantage is also countered. All Yakon has left to fall back on is his ability to consume light. However, unless Piccolo is intentionally projecting an aura like Goku did, he should be alright. I'm not sure if Yakon can absorb ki in general but a good number of Piccolo's abilities are physiological based so he should still be able to fight adequately.

Out of ten fights, I give nine of them to Piccolo. The odd one out would involve Yakon managing to cleave Piccolo's head so that he's unable to regenerate.

I agree that Piccolo would win most fights in a round-based system. He's the far superior fighter here.
