Zamasu was goku tier in ssj2
Piccolo was above ssj2 gohan who i think would be weaker than zamasu

I think zamasu and piccolo might be damn close in power

Ssj2 cabba ia the last in the chain

Ssj2 goku > piccolo = zamasu > ssj2 gohan > ssj2 cabba

SSJ2 Cabba: 24

Cabba wins if this is Piccolo before training for the tournament, but if this during the tournament, Cabba gets stomped.

Piccolo is a joke compared to the other two. I think Cabba and Zamasu are extremely close though

Piccolo took out two namkians. And they where pretty strong they was close to Gohan level or equal. And they are far above cabba

It's a dichotomic juxtaposition of feats. On one hand, you have Piccolo's Chobakuretsumaha being weathered by Base Goku, suggesting that he's on par with or perhaps a bit weaker than the Saiyan in an untransformed state. But on the other, Krillin was able to force Goku into transforming and he followed it up by avoiding a ki projectile by his opponent as an SSJ. Later during the tournament, #18 was pressuring an opponent, Tupper, whom Goku was helpless to defend himself against.

So what conclusion are supposed to draw here? I highly doubt that Krillin somehow became more powerful than Piccolo under these circumstances. Nothing seemed to indicate that his power was anything extraordinarily notable at the tournament. Sure, it increased by an impressive amount, but the emphasis was on his abilities and tactical mindset. #18 has less of an implausible basis for overtaking Piccolo, and given the established detail of the cyborgs having been genetically modified, I could believe her making enormous gains like her brother did. All the same, training with Mystic Gohan still sounds like it would provide more for Piccolo's situation than Krillin would for #18's.

Moreover, the amplifier to Piccolo's Special Beam used against Saonel and Pirina would have to be upraised so much that it makes the amplification from the Shin Kikoho look like a paltry sprinkle of water by comparison. We're talking a multiplier that's running up into the hundreds of millions with the numbers I'm personally using. Just with a more forgiving projection like Piccolo being stronger than the SSJ2s, it's still necessitating the SBC's amplifer to reach into the low millions. No matter how you look at it, the set up and reactions look disjointed.

To answer the question, I want to think Piccolo would have what it takes to defeat Cabba and Zamasu here. I don't much evidence to prove this, just a desire to see Piccolo get classified with the SSJ2s of the Tournament of Power instead of Base Goku.

This is the problem with Super having so many different writers who all are just interpreting notes given by Toriyama, none of them even know how strong characters are supposed to be and I don't even know if all the writers have even read/seen all of Dragon Ball, like what's the criteria to write for this show? I'd prefer there to be one author taking over from Toriyama completely and just taking it somewhere with their own vision, everything seems so disjointed and characters position's in the hierarchy change from week to week. I wouldn't be surprised if Freeza suddenly exclaims one episode that he's "twice as strong as he was on Namek" and everyone acts like it's a huge power boost.
